Mount Vernon Police Investigating Kidnapping

Mount Vernon Police Detectives are investigating an alleged kidnapping incident.  

Just before 3:00 AM, on Friday, February 10, 2023, Mount Vernon Police were alerted of a female victim that was being held against her will at 29 E.4th St. in Mount Vernon.   The report was received from a family member who had received a series of concerning text messages.  

Uniformed officers of the Mount Vernon Police and  Emergency Services Unit immediately established a perimeter around the location where the female reported she was being held. Members of the Mount Vernon Police Department, trained in hostage and crisis negotiation arrived on the scene. After several hours of negotiations, the female victim was released from the apartment.  The suspect however remained locked inside of the apartment.  

Shortly after 1:00 PM, negotiators were able to convince the suspect to surrender to the police.  The suspect was taken into custody without incident.  

Arrested in this incident was Lahquan Palmer, 28 years old, of Mount Vernon.  Palmer was transported to the Mount Vernon Police Department and is charged with Kidnapping in the 2nd Degree and Criminal Use of a Firearm 1st Degree, both Class B Felonies.  Palmer has a criminal history that includes arrests for Weapons Possession, Reckless Endangerment, and Robbery.
